Title IX and Preventing Discrimination and Sexual Harassment
CCC is committed to providing a safe and equitable environment for every student and employee. If you have experienced or witnessed sex-based discrimination, harassment, or retaliation, you do not have to navigate it alone.
This page explains your rights under Title IX, how to report an incident, and what to expect when you do.
What is Title IX?
Title IX of the Education Amendments Act of 1972 is the federal anti-discrimination law that states: “No person in the U.S. shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance.”
Because CCC receives federal financial assistance, Title IX applies to all of our programs and activities, for both students and employees.
Sexual Harassment Under Title IX
Title IX prohibits sex-based conduct that includes:
- Sexual harassment, including quid pro quo harassment and hostile environment harassment
- Sexual assault, dating violence, domestic violence, and stalking
- Sex-based discrimination in academic programs, athletics, and employment
- Pregnancy and parenting discrimination
- Retaliation against anyone who reports or participates in a Title IX process
CCC’s Title IX Policy and Procedures
Coconino Community College is committed to providing an educational, employment, and business environment free from sexual harassment and discrimination in all College programs and activities. CCC has developed policies and procedures to ensure a prompt, fair, and impartial process for all Title IX matters.

Immediate Assistance
If you are in an emergency situation, ensure you are in a safe place and call 9-1-1.
For non-emergency situations, you may contact the CCC Title IX Coordinator, Human Resources, Campus Safety, or local law enforcement.
Supportive Measures
CCC may provide supportive measures regardless of whether a formal complaint is filed. These may include:
- Schedule or enrollment adjustments
- No-contact directives
- Academic accommodations such as deadline extensions
- Changes to work arrangements
- Campus safety support
- Referrals to counseling and community resources

The Title IX Process: What to Expect
After a report is made, the Title IX Coordinator will:
- Reach out to explain your options and available supportive measures
- Assess whether a formal grievance process is appropriate
- Provide information about your rights and next steps
Both parties in a Title IX matter have the right to an advisor of their choosing, access to relevant evidence, a fair and impartial process, and freedom from retaliation.
How Report an Incident
You have several options for reporting a Title IX concern:
- Contact the Title IX Coordinator by phone, email, or contact form
- Submit a report using the online reporting form [link]
- Speak with Human Resources or Campus Safety
You may also file a complaint directly with the U.S. Department of Education’s Office for Civil Rights at ed.gov/ocr.
You are not required to file a formal complaint to receive support or protective measures.

Frequently asked questions
What counts as sexual harassment under Title IX?
Sexual harassment under Title IX includes conduct by an employee that conditions a benefit on participation in unwelcome sexual conduct; unwelcome conduct that is so severe, pervasive, and objectively offensive that it denies you equal access to an educational program or activity; and sexual assault, dating violence, domestic violence, or stalking as defined by federal law.Do I have to file a formal complaint?
No. You can report an incident and receive supportive measures without filing a formal complaint. The Title IX Coordinator can walk you through all of your options.
Can I report anonymously?
You may make an anonymous report; however, CCC’s ability to investigate or take meaningful action may be limited without identifying information.
What is retaliation?
Retaliation is any adverse action taken against someone because they reported a Title IX concern, filed a complaint, or participated in a Title IX investigation. Retaliation is strictly prohibited under CCC policy and federal law.
What if the person who harmed me is not affiliated with CCC?
CCC’s Title IX process applies to conduct involving CCC students or employees in the context of CCC programs and activities. If the respondent is not affiliated with CCC, the Title IX Coordinator can still connect you with support and off-campus resources.
Will my information be kept private?
CCC protects your privacy to the greatest extent possible while meeting its legal obligations. Information is shared only on a need-to-know basis. Keep in mind that all CCC employees are mandatory reporters and must notify the Title IX Coordinator if they become aware of a potential Title IX violation.
